Phased and mixed developments are better interpreted through accurate financial modelling and these appraisals can be used to support land price and viability advice.

We are able to evaluate and understand the sensitivities of a particular scheme. This skillset is used in assessing potential land values at the options stage of a schemes conception through to assisting developers to argue viability in connection with agreeing planning conditions and legal arrangements (under section 106 of the Town & Country Planning Act 1990).

 

Chesters Harcourt were one of the original instigators of the RICS review on the effect of planning obligations of development land viability and became one of the core working party members in producing the RICS Professional Guidance Note “Financial Viability in Planning”. Our experts have acted as advisors to the Planning Inspectorate andwere leading advisors in the landmark viability decision at Shinfield, Reading.

 

Acting for applicants and Local Authorities, Chesters Harcourt undertake Financial Viability Assessments submitted on planning cases ranging from village schemes to urban extensions and new settlements. We have successfully settled Affordable Housing and Section 106 contribution packages at levels commensurate with agreed benchmark land values. We draw on our experience in the commercial and development land agency markets, and utilise our dispute resolution expertise, to generate the right outcome which is market facing. 

 

We are also able to undertake analysis of emerging policy proposals by Local Authorities and submit representations on behalf of stakeholders to argue the level of financial contribution and ensure viability is maintained throughout development cycles.
